CD-ROM minimize button
Further to P Levy’s letter about the sizing of the new CD-ROM - the minimize button is a useful tool but it doesn’t matter how I try I am unable to use my full screen for any application, even if I try and start out with a full screen.
Despite the icon for the full screen appearing in the middle of the three, albeit slightly paler, I am unable to utilise this. Why?
Can you explain why I am not allowed to use the whole of my screen. I find it extremely annoying at the moment!

We realise that not being able to open the CD-ROM to fill the screen is a problem for some employers. This problem will be rectified when the disk for 2009 is issued. We will be building in an application that can produce a full screen image.
Completion of P11D
The April edition of the Employer Bulletin contained an article on helpful tips for the completion of P11Ds. For both cars and loans the advice was only to record a start date or end date for car and loan benefits, if the benefits were first provided or withdrawn within the tax year.
The P11D software system that we use automatically defaults to either 5 April for benefits being provided post the tax year end, or 6 April where benefits rollover from the previous tax year.
Can you confirm that this will not give rise to any issues for employees.

The rules governing start and end dates for car and loan benefits are:
- the start date is only required if the car/loan was first available during the tax year for which the return is being made
- the end date is only required if the car/loan was last available during the tax year for which the return is being made
This was brought to the attention of software developers in September and November 2007 via articles in the Notes for Payroll Software Developers. If your software automatically inserts dates then you would need to take this up with your software supplier as the insertion of dates which are not in line with the rules above would give rise to issues for employees.
Approved Mileage Allowance Payments (AMAPs)
I have been trying for several months to find out the outcome of the consultation document sent out last year on AMAPs. I note this was discussed at the Benefits Forum. Please can you advise me what is the current status of this consultation, and any plans for changes to future mileage rates.

The overwhelming response to the consultation review was that the AMAP system is simple and to keep it that way. The results of the review were fed into a submission sent to Ministers for Budget 2008 but no formal results were published. Following the review the Government then announced in the Budget that they did not intend to increase the mileage rates.
